Is enzyme regulation obsolete?

Enzymes are increasingly being used to deliver added benefits and attributes in functional foods. The Australia New Zealand Food Standards Code permits many different enzymes to be used as processing aids in foods. But is it necessary for an enzyme to be listed in Schedule 18 in order to be used in food? And what if the enzyme is being used not as a processing aid but for some other purpose?
