Does the portion of Australian ingredients in my product affect whether it has been “substantially transformed”?

In light of the new Country of Origin Food Labelling Information Standard (mandatory from 1 July 2018), it is useful to understand what “substantial transformation” is and when you can use the “Made in Australia” kangaroo logo. Is the proportion of Australian ingredients important? Does the ‘substantial transformation test’ apply to Australian ingredients?
