Australia’s proposed new biosecurity system: who will hold the reins?On 18 December 2008, Federal Minister for Agriculture, Fisheries and Forestry Tony Burke released the independent report by an expert panel chaired by former head of the Department of Environment Roger Beale, reviewing Australia’s quarantine and biosecurity laws (‘the Beale Report’). The Beale Report recommends that the Federal government create a new biosecurity and quarantine law regime to replace all current quarantine laws.
